Compliance
Charitable solicitation, state by state.
Holon Foundation is a Texas-incorporated 501(c)(3) public charity (EIN 99-0563228). When we ask the public for donations on this site, we are also subject to the rules of every U.S. state where the people who see our donate page happen to live.
Where we stand today.
Most states require nonprofits to register with the state's charitable-solicitation regulator before soliciting donations from their residents. Texas is one of the few that does not impose a general registration requirement. The other 39+ do, with varying scope and exemptions. We are working through registration sequentially.
- Texas: registered as a Texas nonprofit corporation, recognized by the IRS as a 501(c)(3) public charity. No additional state charitable-solicitation registration is required to solicit Texans.
- Other U.S. states: registration in progress. We are filing the Unified Registration Statement (URS) where it is accepted, and individual state forms otherwise. Donors residing outside Texas are welcome to contribute, and we will be transparent about our registration status as it changes.
- International donors: the donate flow accepts USD-denominated payments from outside the United States, but we are not registered as a charitable solicitor in any non-U.S. jurisdiction. Tax treatment of your contribution outside the U.S. depends on your country's recognition of U.S. 501(c)(3) status.
